Travel baseball and softball have no single national rule book. The flyer for each tournament names a sanctioning body, and that body's current rule book governs age, bats, and rosters for that weekend.

The single most common wasted purchase in youth baseball is a bat that is illegal in the events the team actually enters. The certification mark matters more than the brand.
USABat or USSSA 1.15 BPF
These two standards are not interchangeable. A USSSA thumbprint bat is illegal in a USABat event and vice versa. Drop weight (length in inches minus weight in ounces) is commonly drop 5 to drop 12 at these ages, and some circuits cap the barrel at 2 3/4".
BBCOR .50
Bats must be stamped BBCOR .50 and are almost always drop 3 with a 2 5/8" barrel. A bat that was legal at 13U is usually illegal the next season.
USA Softball / ASA or USSSA fastpitch mark
Legality depends on the certification mark and the sanctioning body's current non-approved bat list. Barrels are 2 1/4", with drop 8 to drop 13 common by age.
Most circuits adopt USA Baseball's Pitch Smart limits. ATBATS-certified programs log pitch counts and rest days so a family can see the workload rather than trust a recollection.

Every circuit lets an eligible player compete in an older division. No circuit lets an over-age player drop into a younger one. If a roster looks unusually old for its bracket, ask to see the birth-certificate verification the event requires.
Tournaments set a date after which the roster locks, and cap how many guest players a team may add. Ask whether your child is a rostered player or a guest before you pay a tournament fee — it changes eligibility for the event's championship play.
